    APS PRESIDENT FEARS FOR HSE CDM 2015 PROPOSALS

    CDM Regulations may “increase likelihood of site deaths” and health risks

    The BBC Radio 4 Today programme has carried (15/04/14) an exclusive interview (at 54-57 mins within the programme) with Richard Habgood Association for Project Safety (APS) President and member of the Construction Industry Council H&S Committee.

    During the interview Mr Habgood expresses concern over HSE proposals for the revision of the CDM Regulations 2007 . He fears that abolishing the CDM-Coordinator (CDM-C) role and imposing health and safety duties on the ‘Principal Designer’ (PD) will impact on construction site risk management.

    He describes those who HSE hope will take on the PD duties as “people yet qualified or appropriately competent to undertake these tasks”.

    Mr Hapgood stated that he represents over 70,000 Coordinators across the UK and Europe and his personal view is that the HSE proposed changes to the CDM Regulations “may increase the likelihood of deaths and health risks on construction sites”

    Richard Habgood trained originally as a Quantity Surveyor and Construction Manager and is an experienced construction professional with a 45 year pedigree in multi functional construction. He is a registered CDM-C with over 15 years experience and was co-opted to the CIC Health & Safety Committee in October 2012.
