    CDM REGULATIONS TO UNDERGO SIGNIFICANT REVISION

    HSE suggest outcome of CDM 2007 review may bring substantial change to law

    It has been reported by the Association for Project Safety (APS) that HSE will be redrafting the CDM Regulations 2007 for implementation in 2014. Details of the new package will be revealed when the HSE board consider the subject in December 2011. 

    HSE will be taking account of the current implementation of the EU temporary mobile construction site directive as well as the outcome of the CDM evaluation and other health and safety reviews.

    Coordination prior to construction is cause of concern

    HSE indicated that new CDM regulations would be “based much more closely on the requirements of the EU Temporary Mobile Construction Sites Directive. Any additional duties above requirements of the EU directive will be only be included if they bring “tangible benefits to construction”.

    An HSE spokesman said:

    “While many aspects of the CDM package work very well, such as the technical standards required during construction work, other aspects continue to cause concern for the industry, including coordination of health and safety prior to construction work starting.

    We are working closely with industry bodies in developing any revised proposals.”
