Workmen put a risk by failure to properly assess and manage high risk roofwork

Brigg and Humberside Roofing Services Ltd has been prosecuted after workmen were found working unsafely on a 7m high roof whilst carrying out repairs on the building in Immingham on Humberside.

HSE inspectors issued a prohibition notice to immediately stop the roof repair work. Grimsby Magistrates heard that the company had not provided the necessary safeguards or equipment for the two workers. The risk of falling from or through the fragile roof had not been addressed.

Suitable equipment to prevent a fall e.g. a mobile elevating platform or standard platform with handrails, was not provided and there was nothing e.g. netting or a boarded platform underneath the roof, which would have caught anyone falling.

Significant danger of falling from or through the roof

Brigg and Humberside Roofing Services Ltd., of Westrum Lane, Brigg, North Lincolnshire, pleaded guilty to breaching Regulation 6(3) of the Work at Height Regulations 2005. They were fined £5,000 with £1,887 in costs.

After the case, Inspector Alan Sheldon said:

“It was pure chance a passing HSE Inspectors spotted these two workers as both men were obviously in significant danger of falling off or through the roof. There was no safe system of work to prevent a fall and nothing in place to mitigate the effects of a fall, such as netting underneath the roof.

HSE will not hesitate to prosecute firms which choose not to comply with regulations and thereby put their employees at serious risk.”
