UCATT says HSE report shows “self-regulation simply does not work”

Construction trades union UCATT claims that new research by HSE into the effectiveness of guidance on director health and safety duties is ”fundamentally flawed”.

The union points out that despite conducting two separate surveys of company directors, the report found that just 19% of directors had claimed to have read the voluntary code.

UCATT conclude that the report fails to state that the voluntary code had been a failure and that statutory director duties should be introduced.

Alan Ritchie, General Secretary of UCATT, said;

“The report is not a true reflection of the overwhelming need for statutory director’s duties. Despite the report going out of its way to present the voluntary code in the best possible light, it is obvious that it has been a complete failure.”

Publication of the report comes at a time when David Cameron has appointed Lord Young to undertake a review of health and safety.

Mr Ritchie, added:

“This report demonstrates that self-regulation simply does not work. If companies are not compelled to do something they won’t.”
