Construction sector proactive enforcement rising and prosecutions falling
Our provisional analysis of HSE Enforcement Registers suggests that number of HSE Construction Division proactive enforcement notices issued contines to rise and increased 22% during 2009.
The number of prosecution cases fell 9% over the same period.

Comment: Increases in the number of enforcement notices issued during the last two years may reflect the recruitment of new Construction Inspectors focussed on smaller site inspections. It suggests an deliberate increase in proactive HSE construction enforcement.
The majority of HSE prosecutions follow from a death or injury incident. The fall in the number of prosecutions cases therefore probably reflects the fact that both the number and rate of fatal injuries in construction are at a record low.
