HSE RESEARCH ON COMPETENCY ISSUES

Research published by HSE on two aspects of competency

Two research papers commissioned by HSE into aspects of competency have now been published. These concern (a) accreditation schemes and (b) use of Critical Incident Technique in establishing the role of competency in construction plant accidents. The two reports are:

Safety Schemes in Procurement Competence Forum: This report describes a study into the means by which the Safety Schemes in Procurement-Competence Forum’ (SSIP-C Forum) might operate; it also considers the business case for such a forum and how this body might be brought to the attention of clients.

The usefulness of Critical Incident Technique (CIT) in eliciting plant competencies: This research was contracted to examine the relationship between competencies and the reasons for accidents and incidents involving construction plant operators. The present research is the Pilot Phase of the project and is meant to establish the efficacy of a critical incident technique method.

Comment: The first paper appears to have informed the development of the Safety Schemes in Procurement Website and in that sense is somewhat historical. The second paper calls for further research and (for this reader at least) fails to provide any practical advice or insight for those involved with construction plant safety.
