Awareness rising now HSE to focus on behaviour in Boardrooms

Since May 2006 a number of measures have been taken by HSE (with others) to strengthen director leadership on health and safety. HSE is now evaluating the effectiveness of these ‘voluntary’ measures with a view to deciding if further explicit legal duties should be imposed on directors.

The evaluation is in two stages: (i) an assessment of director awareness of and initial response to the IoD/HSE Leadership Guidance and (ii) an assessment of the impact of measures taken on the leadership behaviour of directors. HSE will also consider outcomes from the enquiry into fatalities in the construction industry currently underway.

Research has showed that progress is being made in raising levels of awareness of the IoD/HSE Guidance. The further research therefore aims to collect evidence of the impact on director and boardroom leadership behaviour.

Comment: The implication of this announcement is that directors and boardrooms need to check that they are not only aware of the IoD/HSE Guidance but that they are also taking action to implement the guidance. If the further research finds a lack of proactive leadership behaviour there will no doubt be greater pressure for more extensive legal duties to be placed on directors.
